The cost of the average funeral is around 7k. At the same time a cost of a cheap transplant surgery (say a kidney) can be around 50k and (for more expensive procedures/organs) as much as 200k. It wouldn't raise costs all that much if organ donors were given free funerals. This seems to avoid the whole "poor selling their organs for money" while still having an incentive that is significant and, in my opinion, fair.
