And General Mills executives using his letters to clean up after their dogs and saying "Oh, well, we were accused of peddling illegal drugs, so we took them off the market. They can't hurt you now." The argument I've heard is that while the original ads may not have met the FDA's standards for wording, the intent was obvious to the layperson. If you start by getting several major reputable companies to publicly acknowledge "Ooops, we didn't follow the rules. Sorry. We'll fix it." it becomes much easier to then go after the scam artists who deal in bogus therapies. The public will expect reputable companies to say "Ooops. Sorry."
