Partners has the leverage, Tufts doesn&#039;t.&lt;br/&gt;&lt;br/&gt;Blue Cross Blue Shield of Massachusetts has not problem richly compensating its own executives, it just doesn&#039;t like fairly compensating physicians at inner city hospitals unless they have the clout of a major healthcare system.
