The economic base is still the same--the fees--and if that goes down, ultimately total compensation will go down.&lt;br/&gt;&lt;br/&gt;What changes is that some of the animals being more equal than others get to live in the farm house. For those who have never read animal farm, that means that the docs who win the poltical games will not share in the financial pain with the rest who will be subsidizing the earnings of the few.
