If true mass-casualty triage measures were taken, and the no-loads and sore throats were told on presentation to go home, and the nursing homes were told not to call for ambulances (and in fact were denied service), most city hospitals could cope. It might take a few national guardsmen to make the point stick, but the real needs in a casualty setting could probably be met in most cities.

The recent study recommendations on triage for a pandemic should illustrate the measures and considerations needed: care for those with the greatest need and the best chance of survival first and all others wait.
