Either staff hospitals adequately (which requires huge amounts of money…) or these sorts of things will be a regular occurance.

Every wonder how patients (and sometimes visitors!) are found dead in their hospital room? Same concept. Too few staff = long wait to to be taken care of.

Same as in any restaurant, shop or hotel.
