That would be penny wise and pound foolish for the state. The pension liabilities are much worse over the long run. The best strategy for most public employers with a generous pension plan would be to only hire smokers.

I bet the big three wish they had less healthy retirees.

The only thing keeping my states pension fund above water is that the state employees tend to be a less healthy group with lower life expectancies than average due to obesity and smoking.
