Man they were all over this one. After the first 20,000 or so they had had enough. 30,000 strikes and your out man.
I can’t believe that they let it go on that long. In any case, he is now finding out that it wasn’t so free after all.
If I were the judge, I would, in addition to jail time, levy fines up to the legal limit or the estimated cost of his abuse of the service. If he still owns anything after that, they should go after him civilly to recoup the costs of providing the part of the service he “used”. If they have the guts to do this, when they finish he will not have the credit rating (when he gets out of jail) to get a cell phone or even a land line.
Show him just how “free” it is.
