		<description>For better or worse, it would be nice to see the Massachusetts plan actually tried, and see how it works out.&lt;br/&gt;&lt;br/&gt;It&#039;s barely been implemented.&lt;br/&gt;&lt;br/&gt;It&#039;s easy for me to say &#039;cause I&#039;m not in Massachusetts.</description>
