Inmates are a very expensive group to care for because they

1. Enter with a lot of illness and damage from drugs and other self-abuse.

2. Exacerbate that further with the consequences of prison stress, violence, and the hard labor to which they are often sentenced.

3. Malinger to get out of that labor with remarkable regularity, gumming up the system set up to care for them with the huge task of constantly trying to sort out the real from the factitious.
