Millions of dollars each year are paid out by the government through Medicaid to individuals who truly are just stealing from the general public via fraudulent prescriptions.  The drug companies are not on the government’s side, fraud is generating production and sales for them, once measures are put forth to slow up and end this corruption the drug companies will begin to loose sales.  What happens then?  Do the drug companies hire lobbyists to sway the laws back into their favor?
