By secretly taping conversations with the CDC, they seemed to know that this controversy would erupt:
The elder Speaker said a CDC official told him before last month’s flights that he was urging his son not to fly “to cover myself.” Officials said “at least three times” that his son was not contagious, the father said.He added that he covertly taped the conversation and planned to release a copy of the tape, though he did not say when.

It’s a phenomenon I’ve noticed only in the last year. Some people are not so “covert”. Even with signs all over the place (in most office and hospital settings) that cell phones should be turned off, they whip out their phones in the middle of a conversation and start taking pictures or recording what you’re saying. They don’t even ask.
So far, I’ve either asked them to stop, or ended the conversation very quickly and left the room.
Whatever he was told by the CDC or public officials (especially if he and/or his family “anticipated” these events), Andrew Speaker might have exercised some plain old common sense/personal responsibility and stayed put until he knew more about the nature of his illness.
