Should the public pay anyone’s medical bills, other than those injured in the course of serving the public?
It really doesn’t matter, nobody is paying the medical bills anyway! Besides, death is cheaper than non-lifethreatening injury. It may in fact be less expensive to ride without a helmet; a pine box doesn’t cost as much as an ER visit.
