		<description>Noone is arguing that Walter Reed was underfunded or understaffed.  It was (is?) the premiere military hospital.  On the other hand look at the VA which has delivered consistently good results despite not getting the funding they need.  See the issue of Chris Smith who was kicked off the VA subcommitteein Congress suggesting the VA needed adequate support.</description>
