Medpac has one thing wrong. There is not a techinical fix to “mis-valuation” of services. Only prices freely floating in a free market can set the economic value of anything. If they just let Medicare pay valuing the services as best they can–but leave physicians free to balance bill as they choose with whatever patients they choose, within short order the market place will tell you where and by how much Medicare is missing the mark.

Apparently taking histories is one thing undervalued now–because no one is doing it.
