The people that cheat the system would overload anything that could be thought up. If people have to suffer because they can't afford healthcare, then everyone is very sorry about it, but that's all that can be done. The truth of the world is that some people will be better off than others. It's why we're not in a marxist utopia here people, these kind of ideals don't work out when we have everyone putting their own interests first. And why shouldn't they?
