Not exactly power of thought, unless you consider moving muscles as power of thought.
What they did was use muscles in the chest, innervated by nerves that would have gone to the arm, then pick up signals from those muscles to operate the bionic arm. Somewhat of an extension of what is already done in partial upper limb amputations, though obviously more sophisticated.
