A doctor sends home a child who is unconscious

He was heavily sedated after a dental extraction:

The panel heard how Ryan Willoughby, 4, was left on a trolley to come round after having two teeth removed under heavy sedation without his parents’ permission.

The worried mother and father were then told by a female staff member to take their unconscious son home before being ushered out the back door.

WHY do parents allow their children to be sedated in a dentist’s office? If sedation is needed, I will only have my child taken to an OR with an anesthesiologist.
