		<description>I only see doc overseas because of the higher quality of care, and better recovery rates.  Also, with competition overseas, the costs get driven very low- allowing me to just pay out of pocket.&lt;br/&gt;&lt;br/&gt;Would this plan allow me to use the insurance toward health care payments overseas?&lt;br/&gt;&lt;br/&gt;Or is this doctor welfare, ie limited only to payment for doctors in those mandate states?</description>
