Good move for them. An individual mandate is the approach that makes the most sense.

Here is a question for anyone who knows…
I am looking into switching my health insurance to the plan offered by my school. The pamphlet for it says maximum the annual benefits are $100,000. Does this mean that under catastrophic circumstances they would just stop paying for care? Would a hospital provide care if you are over your insurance maximum?
I only see doc overseas because of the higher quality of care, and better recovery rates. Also, with competition overseas, the costs get driven very low- allowing me to just pay out of pocket.
Would this plan allow me to use the insurance toward health care payments overseas?
Or is this doctor welfare, ie limited only to payment for doctors in those mandate states?
