They simply rendered a verdict based on that initial communication -- not once actually speaking with me -- and responded to all further queries with &quot;our decision is final&quot;.&lt;br/&gt;&lt;br/&gt;I imagine whether such negotiations actually work depends on how well the administration supports such efforts.
