Unless I am mistaken, vets can prescribe opiat pain killers and tranquilizers for pets; granted the dose is often a bit smaller, but as their prescriptions are usually written out to "Fluffy Smith" and many cats and dogs have human names I doubt many pharmasists will pay attention to DVM on the prescription pad. The other didn't have a "valid" license; I think you can assume she was a physician without a proper license.
