It's not the co-pay issue to me, it's understanding that medicine isn't free.
One of the commenters to an ED abuse rant suggested the following: charge $5 to be seen in the ED, but so as to not discriminate against the truly needy, give patients $5. However, there should also be an ice-cream stand that charges $5, and the prospective patient can decide if they need to be seen or need ice cream.
I think it's potential genius.
