Be careful. There is significant doubt that this is an internal GOP memo. It was not on letterhead, multiple senators didn't get it, there is no routing info, contains multiple syntax errors, etc.
No authority has released anything that they claim is an original of the memo. Multiple versions of text purported to be from the memo differ. There is no info regarding the origin of the memo.

ABC is already backpedaling on the authenticity of the memo. They now claim that they never intended to imply that it was written by the GOP as talking points, just submitted only to GOP senators. That is odd in itself since the New York Times reported the memo being passed around by Democratic aides. It probably doesn't matter what the truth is though, because if it confirms what people think about Republicans they will believe it whether it's true or not.
