Could be tough on the smaller groups: commitment to buying EMR might involve several-fold the expected returns on the incentive plan, if in fact the incentives last or are paid out as promised.

I am in agreement about dumping any plan that withholds full payment for any reason. Either they pay or they don’t, and withholding pay after services are rendered in a fee-for-service arrangement is on its face not a fee-for-service arrangement.
